my seo plan... opinions needed

When you google your town's keyword, do the first 20 sites listed have adsense on them? If they won't let you advertise on their sites directly, you could always make your way onto them by using adwords. I just love those sites that have adsense on their homepage, but turn me down when I ask to advertise on them -- or quote me some outrageous monthly banner fee. I don't think they bother to check after telling me no.

Well most of the top 20 sites are local businesses, I plan on selling ad space to them once I dominate them.
