After reading the complete case study and looking at the ranking changes.
I think Twitter and Facebook does help in SERP but only Twitter and Facebook won't rank your site first for the specific keyword.
They way i see it, Both sites are must to get links from

Don't think rankings are going to get any higher; Don't want to draw conclusions yet, but it's becoming evident your case study correlates to our own research... signals do play a factor, but not the most important one.

wow that is some dedication! It clearly aids SERPS but as with anything SEO related diversity of methods is the key to success.
I saw something abit encouraging the other day, my twitter profile was google pr 3! I havent given it any backlinks or anything but it just reached it organically.

2. A lot of person noticed that after some retweets ranking increases and after some retweets no ranking changes and after some retweets ranking decreases
Because
I analyze below things
a) when any provider retweets and it goes to a lot of followers, then ranking increases
b) when any provider retweets and it goes to less followers than purchased amount , then ranking remain same
c) when any provider retweets and it goes to 0 followers, then ranking decreases
3. Every one can get good seo link juice through retweets but fiverr provider must be good.
Here is 26 different fiverr service provider which i used, rest 4 are discontinued their service in fiverr.
I am putting provider as 3 category, 1) best 2) ok 3) worst and not recommended
