I have started a account on instagram and I have 2.1k followers on it in around 25 days.
Manual following and un following.

So my questions are -
1) how do I sell shoutouts? Assuming around 15k followers, how can I sell shoutouts? Fiverr is all that I know!
2) My niche is humor/memes. Is it any good? I think I made a mistake choosing this niche. Should I continue with it or as its still early should I start a new account on a targeted niche?

Before thinking about shoutouts you should focus on your content and gaining more followers. When you have something like 25k followers then maybe think about shoutouts.

2.1k Followers wont get you anything at all in shoutouts, and why are you manually doing everything? Get a bot man in 25 days people get up to 20,000 followers if not more using a good bot.

Pretty tight on budget right now!
Will get one once I get some extra money from.

Once you hit at least 30k+ you can selling sites but with a bot start targeting shout out niche and have the information in your bio and your email to process orders
