my proxies keep on refusing connection

my proxies now all say that firefox is refusing connection and that IE just blanks and fails, my question now is this the fault of my ip addresses or are my proxies failing/expiring. thanks for any proxy experts here. thank you.

refusing connection means one of two things:
a) your proxy is no proxy
b) you used a wrong port or IP
