My promoted posts getting no views or impressions?

Decided to try pay for a promoted post to try restart my IG engagement (its really bad, like 1%)
But even though I targeted 4 big cities and a wide variety of interests after 24 hours its sitting at no views or impressions.

Has anyone had success with promoted posts?

I tried to promote one of my posts. For $10, I got a little over 1k impressions and about 50 likes. I used instagram's own targeting, which I expect to be much broader than just 4 specific cities.
 
Instagram ads are really bad nowadays... Less than a year ago my pictures got 5-10k impressions and a few hundred likes for a few dollars, but now its almost nothing for the same money. :(

They force us to use a service that gets worse every day.
