If it's a prepaid card, it can be set at the merchant's end that these may be excluded from approval, if I'm not mistaken.
It could be also a default setting by the processor, although that would be sort of stupid - especially something like a VPN should not be a high risk product that couldn't be bought by an actual prepaid card.

Meanwhile,you can get turkish vps from other providers who will take your prepaid cards

I bought from Okcard it didnt work for me too on Amazon.com. although it worked on facebook ad budget recharge. some platforms are stricter. i am also searching for a VCC that is widely accepted
