Its 45 degrees outside right now after an overnight low of 40 or less. Thats Fahrenheit not Celsius. So in other words its pretty chilly.

I look outside and see this dumb cunt from across the street talking to the girl next door. She is dressed in sweatpants and a thick hooded sweat jacket but her 2 kids are running around in the parking lot with no shoes, no shirts, and one is wearing a pair of shorts. They have been out there for 20 minutes or more.

I swear to god I wanna jerk open my door and punch this stupid bitch right in the fucking mouth.

If she keeps up with this ignorant shit I'm gonna report her ass to social service. There ain't no excuse for that.

Rant over and pardon my cussing but I am pissed.

It's not like she put them in an oven for a "timeout".

Not sure theirs anything dangerous about it but there is definitely something wrong with it.

The oldest kid might be 3 and the other one is maybe 1 1/2 (still in diapers)... The mom is not out there in shorts, no shoes, and a short sleeve shirt. That bitch put on a jacket to keep herself warm while her kids are running around bare foot with no shirts on.

It might not be dangerous but what kind of mother would dress herself for the weather and then let her kids run around outside half naked.
 
is she a nut? they could get really sick man, I mean hospital sick, I suggest if it happens again and it is really cold out, talk to other neighbors and see what they think, and maybe 2 or 3 or more of you guys can call social services, as a community etc, more people less chance she will sue you for shit mate :)

also, think about those kids fate...
if their mother is going into legal problems because of this activity, the kids will be in bad situation...
so, i think OP do nothing.. they may have other family members or friends and they will take care of it..

Dude, 45 degrees is not that cold. Where you live, Arizona? Why is it retarded that she let her kids play outside for 20 minutes? You would report her to SS for that, you are a piece of shit.
 
I think the kids will let her know when they are cold.
If they're running around they're happy, it's when they
turn blue and start vibrating you need to start worrying.
Kids are resilient and if you wrap them up in cotton wool
they'll be susceptible to every little bug going.

An observation on your post is that you gave the temperature in Fahrenheit.
In the UK we tend to say it's hot in Fahrenheit and cold in Centigrade.
Like "It's so hot it's in the 90's" and "It's freezing it's below zero".
