This is definitely possible OP, however there are some things you should be aware of. For each proxy, you need to make sure they are private, having never been posted publicly. If they are public, they are most likely blacklisted somewhere, and could come up in a search engine if they decide to investigate.
Also you should disable scripts and applets. If any advertiser has scripts or applets to verify IP, they can easily find out you are using an http proxy.
Next, you should look into spoofing referrer... if every single lead comes from a blank referrer, while all the traffic comes from another location, it will look sketchy.
Lastly, I would say you need to add some variation in page wait times, clicks and click-through, etc. The actions need to be as randomized as possible to seem legitimate.

OP) This is NOT Blackhat. You are Robbing people out of money, or atleast TRYING TO. Heres what will happen. You're crappy leads that go to the advertisers will eventually and quite soon after make it to a mailing list. When the open rate/click rate/conversion rate is wack(Oh and which it will be) You will get canned INSTANTLY, any legit CPA company isn't gonna put you on a daily payout with low numbers and without testing your leads. Your plan is seriously flawed.

To anyone even considering doing this: this is illegal (fraudulent), and you are literally selling fake information to advertisers. Doing this will cause advertisers to do their business some way else, causing networks, marketers, and publishers to work with less advertisers.

OP which CPA network you genius has planned to rob? Do you think you are the only genius in the world who thought of this? CPA networks have very good tools to detect fraud beside your leads will be totally fake and wont convert for the email submit advertisers and i am pretty sure, you will end up here crying. Better put your mind on something that is long term. No issues in blackhat, but there is difference in blackhat and fraud.

The OP scam won't last long, the agency's will review and scrub the leads and when 0% convert the OP's account will be frozen and he will be banned end of story. You might as well trying clicking on the ads on your site that's how lame this is!
