Her first channel was under review for monetization, but it was not approved due to some videos that violated YouTube policies. Later, she went live to tell her subscribers to follow her on a new channel as the old one was turned down by YouTube for policy violations. However, she continued to post on the old channel even after removing some videos suspected of violating policies, hoping to get monetized soon. She took advantage of the situation to open a new channel.

Is her idea going to back fire, or is it going to reduce her subscribers from the old channel?

Old channel is already going to be banned so she should focus only on the new channel now.

if she continues doing things agints youtube TOS, yes she will continue in problems, what she is doing is totally fine, as long as she do not make videos begging for likes and subscribes and no content is fine, but if the video is only asking to follow her on her new channel is ok.
