no, you can start a stream directly after you signed up, you even dont have to confirm email.

I've heard of people doing this with UFC too. The hardest part is marketing it :D That's where all the fun is.
 
ustream removes football videos right away. i use to make good money doing this for sports using justin.tv and ustream using manycam software and content lock

they are hip to it now however

125$ takes about 1 hour and I had just US content locker. But I had about 4k visitors in this time.

what do want to stream?

NFL type of stuff, but it has been up for some hours now and ZERO viewers, any tips? PM me if you want :) i'm going with cp@lead locker so it is geo targeted.
