You should find advertising accounts of agencies, they will help you with advertising account issues and will save more costs.

i think you should first ask for a review and then check why the account was restricted and fix that issue and also try to connect with the support service.

Did you run the bh campaigns directly? You can start by using some white pages to warm up the account. If your account has been restricted, you might want to appeal
 
First, check Account Quality to see the exact reason for the restriction. If a review option is available, submit an appeal and make sure your ads, landing page, payment method, and business information comply with Meta’s policies. Avoid creating new accounts to bypass the restriction
