My E-Commerce Shop rankes bad on strong KW.

We have a pretty good Onpage Score. Now we have to build backlinks but where can I buy good quality Backlinks at a good price? Its for a German Drink Shop. We would like to rank on the Keyword "Beauty Drink". We are now on Pos22 in Germany, are sellers here who can look at my site and make a package which will lead to good position on the requested KW. If this works, i will buy a ton of links!
