i will thank those who can help me out with this question.

I have signed for CB. Now i want to promote an product, and my question is:
Should i have a landing page for this product ? or if my method of promoting is by mail, can't i just give my masked link like tinyurl?

First off, don't ever, EVER use TinyUrl. It's designed to steal your commissions. Secondly ClickBank doesn't really care where your traffic comes from, but I'd still mask it with a lesser known service like bit.ly

I see. So i have seen a specific target in yahoo answers that i think will buy the product i m promoting. I got the mail, now i can just send the link to him? or how can i mask it in other way beside tinyurl?

you can buy your own domain name and forward/mask the affiliate link yourself.
