I have done my research about my competitor I see he is using 301 redirect backlinks

what should I do, please?

even I use tons of 301/302 redirects from external sites.
its not a ranking factor unless those redirects have incoming backlinks.

According to me, I would prefer not to rely on 301 completely inorder to compete with your competitor.
 
Unless you are technically inclined I wouldn't mess with 301 redirects they are not necessary. Yes they can help but one or two 301's isn't enough to help out - unless the domains already have traffic, then you can get the traffic boost.

do-follow backlink (from an authority site) with keyword or keyphrase pointing directly to your money site is the best ranking factor.
do-follow backlink with keyword pointing directly to your PBN/secondary blog that has direct link to your money site is 2nd best ranking factor.
 
301 redirection helps the site to be strong in the keywords you want to rise. You can also consider 301 redirection after building high quality and relevant backlinks.
 
You don't have to mirror the same strategy
Focus on healthy links (earned organically for the most part)
