You're right. It sure does work and has been working for years. A couple of years ago when I went from a long run on page 2 for "children's jewelry" to being kicked out of the serps altogether, I was convinced that JCPenney did it to me. There were a massive amount of porn links that I know I never did.
 
You do not even need BAD links, because google is also watching keyword density you could literally hit him with 500k of his main keyword and google will not think it is neg seo but rather bh seo that went wrong.

I have disavowed some links to my site 4 weeks ago but they still show in google webmaster central! So it will take some time to remove the links...by that time who knows what will happen?
 
Don't send bad links to his site. Spend a little bit of time with the disallow tool and start cranking out quality links to your site. Negative SEO is a dirty game don't play it!

Take Revenge and use Google Disallow tool.
Also If he has blasted on some of your posts then delete that posts or change the permalink address of those post.

forget the GG disavow tool, it will do nothing
 
You dont have to do anything, google will do this for you. Just relax.
 
Use the google disallow tool, and then blast that site!
 
just 301 redirect the spam links in your .htaccess file back to your competitors website simples.

Exactly what I'm saying... Neg SEO sure works, but blasting the site with 100k of random porn keywords perhaps will just have the same effect as blasting the site with 10k using just the site main signle keyword.
