Philippines now have SIM CARD REGISTRATION law recently. i doubt if the 200K are all functional, considering the tasks of registering it all and tying to an actual person with ID submission and all requirements.

Did not know about this, so similar to NZ and Australia?

It is getting harder and harder to do things abroad.

Agree, I can handle 100k-200k SIM cards from way back in 2018 but now it is hard to hold this kind of amount especially since you need to register it using ID. But who knows maybe he is using fake identifications.
 
Even if PH now has sim reg, we can still get fresh bulk sims. The simcards still can get otp even if not registered :)
