Nobody has a database of people waiting for coding to be done. That is a reactive business, so you have to do it yourself or with salaried staff.

To jv you are better having a proactive business model.

So, I think your best bet is to offer to develop a software product and jv with someone who can help you sell it.

If i was you i would jv with a sales person first, so they can do market research and help you develop a product you know there is demand for, before you spend any time developing it.
