hello . im a new member here
i wanna know why my blog didnt get ranked last update ?
my pr is 3 now , but with prediction tools , they suggested 5.
i wanna know , the uptime and the update time is very important ?
because my hosting was F... when the pageranks will updated.

PR is not the basis to rank your site buddy. have you created enough links? have you checked your competitors links?

yes
i have links from 264 domains , i have in page1 of some keywords . and all of factors of seo is ok on my blog.
i know pagerank is not important , but i wanna have a pr4 or 5 . because in iran , peoples cant understand that pagerank is not important. i have to have a 4 or 5 too be some important blog in their mind !

You need high PR backlinks. You can buy them if you can afford to. High PR links will definitely affect your PR.

Hi dear i think you should start writing blogs of good unique quality content and start link building from high pr sites .it really helps in increasing your site rank.
