My BC is shadow banned?

A very strange case is that the new advertising accounts at my 2 business centers are not spending. They were created a few months ago and in the 3-4 days since I started using them, they haven't spent any advertising dollars
Old accounts still spend normally, only new accounts that created a campaign 3-4 days ago do not spend, the account is also not warned, rejected, or disabled.
Has anyone ever encountered this situation? Please help me
