My article only ranks if I search in Quotation Marks

Usually when I write an article, within 24 hours, it ranks in the top few pages and then drops again.

I wrote an article about 10 days ago and it's indexed but it doesn't show up in the search engines, only in quotation marks.

The keyword I'm trying to rank for is an exact match to my title, and I have around 15 backlinks, some from high PR domains. The weird thing is, there are forums ranking on the second page with 0 backlinks, and I can't even make the 59th page.

What is up with this?

1. It's separate from my website, I created the article on Hubpages. Yeah I know some of you will say I should of created the article on my website, but it's just a tester.

2. Yeah. Social Bookmarking, couple of forums, few blog comments, few homepage backlinks (PR2 - PR6)

3. Yeah all do follow, bar a few, to make it look "natural"

4. All different URLS.
 
I have several articles on Hubpages that Google has found but aren't ranking either. I've did the same as you with backlinks. I have no idea what to think either?

Weird.. atleast it aint just me.

The strange thing is, I wrote and published an article the same day as the one I'm trying to rank at the moment. That article was ranked within 24 hours..

Are you building backlinks to your article? If so, where?
