Yes, I noticed that traffic is the only thing that triggers Google adsense approval when normal quality content count fails.
With 30000 visitors he will certainly get accepted. If he is not accepted that time also, he can easily use programs like Amazon affiliate to earn good money with this much traffic.

There should be exact info about why you are rejected... Is your content original, not copied?
