My ads get click bombed, how do I stop this?

Seems when I put up an ad they get clicked bombed from a competitor I assume. Is there anyway to protect myself from this? I have blocked all countries that are considered "low tier" but still the problem persists.

You might want to look into services like Clickcease, although their effectivly is questionable. If you're running a high scale campaign, you can try using remarketing lists to exclude users who clicked on your ads for 7 days.
If your setup is poor, it couls be that your clicks are legit and you're just overbidding, or didn't consider the network (display and search partners are added to campaigns automatically), or global search volume.

It may be that a competitor is draining your Google Ads budget. In reality nowadays, there is no way to stop this from happening, if they want to target your ads, then IP exclusions, country, city exclusions, etc, nothing at all will help, as the perpetrators use sophisticated tools and can target your ads as long as the ads are live. And all those services that claim to stop or reduce click fraud, in reality do not stop any click fraud, all they do is prepare a detailed report so that one can present the report to Google Ads towards the possibility of getting some credits from Google Ads and these "we stop click fraud" services will suck out money from you (usually hundreds of US dollars) for a report which you yourself can generate if you have good web analytics for your website(s).

100% sure they clicks are malicious as they are from the same countries all with the same network and come in floods. Sucks Google can't detect basic shit like that and remove it, but of course what do they care it makes them money.

If that's the case, then it's easier to figure out the spammers. But, you know they can just get a rotating proxy with worldwide IPs, so you would be out of luck.

Try making a report on those users and send it to google ads to, hopefully, get some credits back

Click fraud is these days done by using advanced techniques and there is no such service that can stop click fraud from happening, no matter what the services claim, click fraud is these days not stoppable. As 2 members already mentioned, complile reports of all click fraud clicks with reasons to why you suspect them as fraudulent clicks and submit the reports to Google Ads after each of their billing cycles and request for credit adjustments. That is all that can be done.

Tried to use ClickCease, PPCprotect and others. No luck. Lots of Invalid clicks, very little -- virtually no conversions. Organic conversions are great however.

Client is also being bombarded with random phone calls (not business related) -- trying to make the lines busy so that potential leads wouldn't be able to reach them. -- we've been able to fix this issue with multiple lines.

This is crazy

There's no way to really fix this issue, but I find it easier to manage with it if you target mobile only, it's the computer targeting which gets me shitty traffic. Sometimes I received like 100 cliks in 2 minutes without a single one going through the landing page, which of course is not possible since I usually had 25-30% CTR. Play with your targeting, seems like every niche has it a bit different, at least what I noticed.
