You need to reach to IGsupport and demonstarte that the account was hacked and stolen. You might need to provide evidences such as previous email used or phone number etc

Best way to do is report the hack. If you own the account and set up them up correctly, you should have all the information needed to clear true ownership requirements and it'll be a roll of the dice after that for how long it'll take to get the accounts back. On experience, 2 days must be the fastest after everything's been sorted out with the verification. Goes for much, much longer though, I've been told.
