Multiplie account in amazone ?

Helo... i have a question ...

I have an account that has already been blocked.And now i'm considering to create another one but with different name, bank account infomation, different computer system but the address of the bank is still the same as my blocked one. can i possibly do that?
>> i'm try to use my dady bank acc << .. so may be i get same ip with acc already blocked ..
