in terms of SEO would buying multiple seo packages and having them work side by side be ok for seo? is there a penalty for this at all or should i just go little by little?

In my opinion if you are hurrying then think about it twice, as it is not that good.

Also, in SEO you must maintain the rhythm or can say pace.

I think buying multiple SEO packages is not a solution, rather go for packages that involve a proper SEO strategy.

For example:
How many backlinks will they provide in a month?
What kind of activities will they do?
What's the domain authorities of those domains in which they are creating backlinks (above 40 is appreciable)?
