Well, using one account per phone is the best. Although, I didn't have any problems using 2 accounts on one device.

Tik tok does not care about devices, so you can use all 3 accounts on 1 normal mobile phone. There is no need to buy many expensive phones. We still operate 5 tiktok accounts on each phone normally for customers.

Feel free to run 2-3 tiktok's accounts on 1 smartphone. Even more accounts are not a problem, they still work well. Because Tiktok's policy does not care about the device you use, so you can rest assured to use it.
 
Technically you can go for much higher with TikTok on one phone. Though since you need to use proxies, you'll want to tread lightly so yeah I'd say 3 is about right. If you have the resources and the time to fiddle around with the data, you could maybe min-max it and see how many you can reasonably get away with.

2-3 tiktok accounts on 1 phone is a small number so you can comfortably and safely use it without worrying or wondering about anything. Even if you have more accounts, you can still use them on 1 electronic device, as long as you manage them well.

They have the option to switch accounts so I think it's not a problem using 1-3 accounts per phone
