Multiple links from same domain penalized or not? Looking for evidence either way

Are multiple domains from the same domain penalized by g00gle? Or, in the case of say 2 backlinks pointing to the exact same domain, is the second links value removed with link juicy purely coming from the first link?

More than one could be considered spam.
