Multiple GMB Account in different city, is it legit ?

Hi, is it legit to create several GMB account for the same business (merketing agency) and implement in several cities of the same country (France). Do you think it would take several domain names, ex: nameofagency.com: CITY1, namnameofagency.net CITY2 etc... Does google penalize this kind of method?
