Here, it would be like you are doing that (if you do it to a stealth account, which is what I understand you are indeed meaning). So it should possible. All depends probably on WHY the ban occurred in the first place. You cannot have more than 1 Adsense account (this is Adsense Policy). So imho the best thing to do is to have different channels under the same email, and do everything on these channel like Youtube TOS ask you to do. This is the best way,IMHO. As said, there is an unfortunate tendency to ban people rather than a specific channel.
In the end, you do as you see fit and according to your own beliefs.

The switch account function, which you can find on the site, was created specifically to have different channels. Otherwise it would never have been placed there if it were illegal. In my view it is more illegal to create another account (with another email) and create other channels and then link them to a different adsense account.

Can you link the same adsense account on different YT accounts (different emails)?Always use a different email for each channel. If most are on same channel and one gets terminated, you will not loose all.
