Multiple doorway location pages, 301 them?

I have a client who had some other SEO work done. The other SEO guy built a 40 of doorway pages with City and surrounding cities being the only difference in the content.

Would you suggest writing original content, (not sure if i could get enought content) for each page or can i merging the pages with 301 with ant not loose much??
