Multiple Channels in different languages with the same visuals - Reuse content ?

Hi,
I produce children's nursery rhymes on YouTube. We have an English channel that works well, and recently we have started a Spanish channel where we keep the same visuals but we change the singer with a Spanish one.

After having had our first 1000 subscribers and 4000 hours of watch time, we requested the monetization of this channel, which was refused for "Reuse content".

I would like to know if this is normal since we are bringing new work to reach a new audience, we also have all the evidence that we are the original creators of the videos, and we have a contract with the Spanish singer doing the voices.

Although we have contacted the YouTube support, their response has not changed and we currently have no monetization.

However, largest channels in this niche, like Cocomelon, or Little Angel, have several channels in several languages, and had no problem monetizing them.

Yup you should add or remove content of video to make it unique else youtube see it as the reup content
Check other channels mentioned they have different language channels but they make "clips" differentiate the content
kind of various sequence of images or video flow,different length to make it works!
