Regarding circumventing systems policy, if FB is going to ban someone for creating a new ad account after an advertising account gets banned, then why does FB allow us to have multiple ad accounts? What is the official FB stance on using multiple ad accounts?

Are we allowed to run ads to the same domain using different ad accounts?

For number 2, Not even for the same BM, like different lines of business?

In that case, for the same BM, we need 5 domains and 5 different pages?

I still use 1 domain for multiple conversion advertising accounts.

You can run multiple ads accounts, but it needs some skills. You need a separated environment of different IP and time zones for each individual account, or platform will recognize that your accounts are connected to same IP address and same devices. But some antidetect browsers can avoid this like multilogin, gologin, adspower... So you can have a try.

Multiple accounts feature in business manager is mainly for agencies. You're supposed to use a different account per client or website. And you can only create 1 pixel per account, so if you were running ads for 2 different clients/products and using the same pixel, it would never be able to optimize correctly.
