Multilanguage Site Question

Hello.
I have a site that is already ranking for some big terms in my country. However the terms are unviersal, so i would like to rank the SAME PAGES (with same anchors) in other Google Locales (such as Google.ru).

Basically my situation is this now:
mywebsite.com/page1 -> ranking on Google.fr

I would like to do this
mywebsite.com/page1?lang=ru -> should rank on Google.ru
mywebsite.com/page1?lang=ru will be translated, and i wil build some backlinks to it just to make google know the existance on Google.ru...hoping it will use the main site link power.

Do you think that mywebsite.com/page1?lang=ru will use the mywebsite.com/page1 link profile power? Or it will be treated as a hole new url (in this case i will just buy another domain).

Anyone of you have experience with this?

Make a separate website for each language.

Notice how google recognizes one language per domain + host combination, it's even in their webmaster stools panel.
