Multi Storage Server Management for Video Streaming

I would like to know what you guys preferable way for storing and serving vods if given multiple storage servers?

• By resolution: 480p/720p > HDD server; 1080p/4K > SSD server
• By popularity: Old content > HDD server; hot content > SSD server
• By region: Tier 3 > HDD server; Tier 1 > SSD server

Do you have other methods? Whether it's easier to manage, better for scaling or even some advanced caching solutions that can help save some bandwidths, please share with me
