Moving forward - SEO post penguin

Hi guys, it seems that a lot of us are hit badly by the recent Google update. What I really want to do is to move forward, and here are my questions:

- what seo method works well to recover? (most say diversification, but which ones exactly?)
- can these seo service be outsourced? Who can you personally recommend? How much would they cost?
- how long do we wait to see results?

Well I started a new website which I would say was just pre-panda (registered 2/26/12) I have been using a number of backlinking methods. These inlude Fiverr gigs, linkpushing from BTB, and backlinkfuel. In the last week I am currently averaging over 400 hits a day from Google. But I update this site daily with fresh and unique content. Maybe that is what Google is looking for right now.

I think the only good thing will be now to do is Web 2.0 properties. But then again don't make 50 Web 2 properties in one day. Also add more then 2 or 3 high quality content on each of those Web 2.0 properties.
What I am doing is I made 30 Web 2.0 Properties and add one or two articles on different properties. The contents I post is 100% hand written and unique. No spun content. Moreover you can also add fresh new content 100 % unique to your money site every 2 days interval.
Not sure how long it will take to regain SEO position but I am planning for long time so that no penguins or pandas can kill my site.

There will be a lot of theories right now. I'd just wait for the dust to settle down over a week or so and in the meantime, run my own test on test domains that aren't your money site.

In some cases, I've got Web 2.0s with unique content working perfectly. Sites have started to see positive movements. In some other cases, I've done nothing (after creating the site post-Penguin) and they are still ranking. Others have had success with 301 redirects. The data, as of now, is too inconsistent to say anything conclusive.

Guys, which suppliers do you personally recommend to outsource such tasks?
