Move to new domain - google penalty?

My site is over 1.5 years old, it got a small slap where keywords were moved lower in Feb this year.

The on-page content is not great, getting it all rewritten now.

If I move this site to a new domain, how would the penalty affect this?

Which penalty? If there is no manual action on GSC, then there is no penalty.

Life saver, I just noticed that when I changed themes, the homepage was set to nofollow, noindex in Feb. Holy Shit!
