If you did not backup and move the entire database for followliker along with the installation files, then your existing setup on your new device does not contain some of the specific settings and information that was in the original followliker.
For example, when following people followliker builds the information into an internal database which contains a lot of information such as ... the account names of people you scraped to follow ... the account names of people you actually followed ... the account names of people who followed you, etc...
This information is completely separate from your actual twitter account, and is maintained in the followliker database itself. As such, when you move to a new device ... unless you take the database with you and know how to properly reinstall followliker on a new device, then you need to re-do all the settings manually, and it will take a while for FL to build a new list based on the people you start following now.
If this is unclear, consider that without that database FL is completely blind about who you want it to unfollow. There is no way it can unfollow people based on any settings because it doesn't know when you followed them or who they are. That information was in the database.
You might be able to import the correct database. That's an option I would pursue.

For clarity here, yes FL knows who you are following, and who is following you - because it queries that information at first launch. The reason you aren't getting anyone to unfollow is because the database doesn't contain any information matching the criteria you selected. So you can either import the correct database, or you can just put your settings back the way they were and start following people again. Once a few days goes by(assuming you set it to unfollow after 3 days), it will once again have people to unfollow.
I'd just fix the database.
