Yes, Phantom buster would allow me to do the automation, but I don't feel like paying that much just to test my strat. Therefore, do you have a free tool that would allow me to add 10 or more Twitter accounts and perform these actions?

Is it also applicable to Instagram?
 
You can use MoreLogin to manage accounts and IPs, and if you don't consume a lot of traffic, you can use dynamic IPs, which will reduce your costs!
