mostlyblack.com seems like a good tool, anyone used it?

I dug out an old thread from here that mentioned mostlyblack.com I tried this and I get the impression it just gives the worthwhile links from a webpage's backlinks but the site provides no info.. does any have more info on this website and what exactly it is doing as far as how it decides which links to show?
