What are you trying to do? Almost every popular host would be good for this unless you have specific requirements.

Hmm don't know if you are allowed to post links here, but if you are English I use Web Host Exchange. Security wise, they are giving away free SSL certificates & domain name on their basic plan so you can get encrypted right away (I used it for a directory site, taking subs through paypal). I have a couple running at the moment with them. I won't post links here in case its not allowed but just google 'webhostexchange'
