Most Precise Keyword Tool

Hi everyone, I've been using Google's free keyword tool, but I've noticed a problem with it. The results for long tail keywords aren't very precise. For example, say you have keywords A, B, and C. The free tool's results for the search "where to A a B C" are the same as the results for the search "A B C." "How to A B on C" will give the same results. Are there any good keyword tools that will tell you the monthly searches for SPECIFIC long tail keywords that include words like where, how, to, a, an, and on? Or does Google never even consider those words, making such a keyword tool pointless?
 
I'm pretty sure Google doesn't consider the where, how, to, a, an, and on words for key-words within your content. But most search engines including Google consider them in rankings if they are part of a website name or page title. Try and experiment with different searches using those terms on Google and you will see for sure.

Thanks, but how do you find out how many searches "where to A a B C" gets? When you enter that into Google's keyword tool it just gives you the same results as for "A B C."
