Maybe new policy to fight panels and bots that took down most of them

sometimes Perfect panel (the platform most of the panels use ) makes updates and maintenance so thatד why a lot of panels are down

This also happened a few months ago when most of the panels were down. I think this happens due to changes in the algorithm by most of the platforms and they are not able to cope up with that. You can look in the SMM Panel section for further details.
