Hey can someone tell the most money an online business can send me before Im required to give a w9 form?

Also what is the tax policy for Illinois business before they can send me money.

Another question i have is, is it right and legal for a site to ask me for tax forms when they clearly said in there terms that they will never require it unless they are paying us more than 600$

Dont know about US, but in AU the min is 6K/year

Anything $600 or more you will need the forms to pay your taxes.

they can ask you for whatever whenever, it's not a right to work with them

The $600 is a federal amount. anything below that amount your ok. I gave ya the link to your state.
