But its enough just such link building strategy or I would need to add something more?

From your experience, what is the most effective and best link building strategy these days?

For me, nothing has changed. The combination of links still do the magic. But as @lilmasta said, instead of using rich anchors, go with brand, generic and naked anchors. A site of mine got tanked because of the too many keyword rich anchors I used months ago.
When it comes to tier 1. Go with quality over quantity.
Another thing i am testing on a new project, I am using 10 Web 2.0's as tier 1 (Unique content 4-5 articles not every article contain a link, 1 custom video and unique images) all the web 2.0's have their respective social media pages/account (Facebook, twitter and Gplus) i have setup a 2nd layer with another 20 web 2.0 this time spun content and using cheap Sape links to juice them up. so every tier 1 web 2.0 has two web 2.0's as second tier's which are juiced up with sape links.
I am in process of creating another layer of web 2.0's which will be used as tier 3 but this time every web 2.0 will contain 2 links (link wheel for tier 2) i am plan to hit them with GSA contextual links and see how this goes.
You must be thinking these are some really out dated technique's but lemme tell you if done right this still works like a charm.
I am going to do the same thing, but not as deep as yours.
I ranked a .wordpress page for a search term of 1000+ per month and other related KWs. And it has 1000 words article (100% unique). What I use is 301 redirects, cheap PBNs and then blasting those shortners with GSA. It is ranking for "blue widget 2017" on top 3.
So I implement this in a brand new website.
This time I created 10x web2.0s with spun content and using pbns and url shortners. No, I didn't create social media for each of the accounts.
It was able to push the test sit to top 10 to 50 (see screenshot below)
The site will be 3 months by 12 August.

From what I can detect, the web2.0s were able to bring it to the top 10 and 20 for most of the KWs. I might need some stronger links to push it to the top 5. I am going for premium web2.0s like - cafemom, shewrites, hr.com etc. Or go for PBNs.
New test loading:
I am going to implement this in a new site again.
But this time, I will be using 100% unique handwritten articles on the tier 1s. and creating tier 2s properties with spun content. I will then blast this tier 2s with cheap PBNs links and url shortner + GSA.
Lets see if I will get the same result as above.
i have built up to 10 tiersi know this sounds crazy but it paid off very well. I have stopped making links to these sites for almost 6 months now and rankings are rock solid. You gotta make a strong foundation and rely on links that you control (don't buy PBN posts on long term projects)
