im assuming you mean for link building outreach?
use as many emails as you want, theres no problem with that

There is zero relation between the number of Gmail accounts and off-site SEO. What exactly are you trying to do? Maybe we can help if you're more specific.

If you are telling me that you need many Email ID to open many social networks to develop your SEO
Then the answer is yes.
But some sites find out with IP Tracking
to hide our IP address use different proxies
