At least for real authority sites its totally allowed, and I think for "faked" authority sites it is ok too.

I think Google is cracking down on these types of content, they will be gone sooner or later.

Authority Sites can use all the Duplicate content they want. They have enough Juice to support it. Fresh websites can't afford duplicate content ( only ) as they don't have any juice to support their articles
It's all about metrics. Duplicate Content on a good Metrics page will rank. Unique Content is good for ranking on it's own
