Is there any tools that allow us to monitor our website visitors. I mean I'm not sure what's legal and illegal. I'm not even sure how far we can go such as "monitoring" goes.

How do you want to monitor them?
Depending on what you want you have a few options:
Google Analytics (after they have visited)
A live support software such as chat4support.com (get the free trial) so you can see what users are doing live (pages etc)
There are also a number of sites that will let you monitor exact movements etc - I've never used any so wouldn't want to recommend anything.
