Moneybookers for US based people

I was looking for someone who is in the US and has used moneybookers recently. From what I understand you can no longer send money to ANYONE but can recieve money from anyone outside the US? So I can recieve money from somone in the UK, Germany, China etc but I cannot recieve money from someone in the US. Nor can I send money to any other moneybooker user or merchant. Did I get this right?

Also, if someone sends me money from the UK, China or Japan then what are the transaction fees and who pays them?

why do you bother with this guys from moneybookers since they have limitations for your region ? ... anyway it's I think most worst payment service ever
