Monetizing USA account outside US

I am interested in the TikTok Monetization Program but I’m from Europe, on Facebook you can target whoever you want by posting content in their language but TikTok only target people from my country that skip my content

From what I understood I can buy a used iphone and put in a USA SIM card to fake my location and target people there even tho I would have to create a new account, but in that case how would the cash out work? I image they would need USA documents? Would I have to use something like a middeman?

Yes you are correct

it's not like a "middleman" per se but you will have to find someone from the us to help you do that
 
Creating an account and operating in the U.S. isn't difficult, but to actually earn and withdraw money, you need an acquaintance there who has the necessary details to handle withdrawals for you.
 
If the payout is the only issue, maybe find someone in the US who can help you cash out.

The US SIM trick only gets you US views; cashing out strictly requires W9 tax verification needing an SSN/ITIN, so you must either use a trusted US middleman or form a US LLC to get an EIN for payouts.
 
TikTok's monetization programs have eligibility requirements that vary by country, and simply changing your device location doesn't make an account eligible.

If payouts require US verification, you'll eventually have to deal with that anyway.
