Monetizing other peoples videos?

I'm looking for something I can embed into my page, just like a youtube video, that will play an ad before playing the actual video. My thinking is that this can be used on a clickbait site to play other peoples content, with none of the hassle of ripping their videos and dealing with the resulting takedowns. It also potentially allows for user submitted links.

Anyone know if such a service exists?
